The State Department report also lists by name other key leaders in the National Defense Commission, Organization and Guidance Department, Ministry of State Security, Ministry of People’s Security, Propaganda and Agitation Department and Reconnaissance General Bureau.
The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), in conjunction with the State Department, designated all of the 23 individuals and entities named in the State Department report, which in addition to Kim Jong-un, includes ten other individuals and five entities (four individuals and three entities have previously been designated by OFAC).
Treasury’s OFAC designations of these individuals and entities for human rights abuses is unprecedented and a forceful statement of U.S. intention to put maximum pressure on the regime for human rights abuses.
These measures could have a significant impact on these individuals’ access to the international financial system.
We expect to see further actions coming soon from the State and Treasury Departments to implement these sanctions.
